評《施政報告》改善精神健康服務之策(四)　專家懷疑「斬件」式精神健康評估服務效用

特首在較早前提出他任內第二份《施政報告》，提出多項改善精神健康服務的計劃，令業界欣慰。筆者再拋磚引玉，與各位討論施政報告當中建議的特點和可行性，今次就講建議提到的提供精神健康評估「先導計劃」。
